Establishment: Lucky Bar, Washington, DC

While I prefer the nearby Big Hunt when I'm in DC on business, the LB is quite similar in style and feel. The beer selection isn't quite as interesting as the Big Hunt but they usually have a few non-mega brands (these days it's tough to reliably ID a true microbrew) and ought to be rated along with similar joints. As is the case with the Big Hunt, the food is good for a bar (the daily specials are an excellent deal), the atmosphere is usually lively, the attitude level is relatively low for this city (NB: it's slightly more of a scene than the Big Hunt but only slightly), and it's a good choice if you want to have a couple before wandering off elsewhere in the area.

This is my go-to bar in DC when I'm there on business. The happy hourdaily specials fit my per diem budget perfectly and the food is a cut above what's usually served at a joint that makes its money on booze. Very eclectic crowd, making it a comfortable destination for a old geezer like myself who would rather put a bullet in his head than sit in some fern bar at the Marriott with all the other hapless road warriors getting off with their Blackberries.

I've spent many an evening there at the bar, reading the Washington City Paper, nursing a couple of cool ones, munching on wings or burgers, and chatting with the friendly and usually always interesting patrons. It's got a nice college town vibe without being sophomoric, noisy and fun without being overwhelming, and it's spread out enough so that there is always a seat at the bar no matter how many people are there knocking them back.

Note that the nearby Lucky Bar has a similar feel (same ownership???) and the wise consumer will check out the daily specials at both places before deciding where to go.
